Assignment: Outline of ACME Industries Expansion Project.
ACME Industries has decided to expand its existing production capacity in response to new market
opportunities. The company has chosen an existing facility that has produced widgets since the
early 1950’s. The facility has a current 50,000 tonne pa capacity. This expansion with the
application of new technology will double the production output. The current facility is built on an
old industrial brown site and consists of the following main components:
Two warehouses; one for finished goods, the other (production warehouse) is for
intermediate storage and raw materials. Both Warehouses have racking and forklift access.
Loading and unloading is external.
There is a maintenance building with workshop offices and stores.
There is an existing site roadway infrastructure. Currently contractors are using on street
parking as the on-site parking is reserved for staff (around the office building and back of
The existing Production facility will remain operational during the construction project. The
production process is internal to the production building.
The site has a number of old buildings including a disused office block which is scheduled for
demolition as part of the construction project.
There is one exit point for traffic from the site on to a busy main road. This entrance/exit
caters for deliveries, exports, construction delivers and pedestrian traffic. There is no control
of entry and exit of traffic or pedestrians.
The construction project is planned in a number of phases and expected to take 1 year to complete.
The main areas of activity are, the demolition of old office block and associated buildings, the
construction of new office block, production and warehouse facilities. There are associated ground
works, drainage etc with the project.
The company has decided to appoint a main contractor for the project. They have also engaged the
services of an experienced engineering consultancy to carry out design work and develop tenders
and construction drawings.
As the newly appointed Health & Safety Manager for the site you have been asked by the Senior
Management to review the activities on the site in particular the construction areas and make

recommendations on any changes need to be made. The main construction project is in its early
establishment phase. During your initial walk through you note the following; mixing of construction
and site traffic, operators walking through the construction areas, construction workers without
helmets and gloves, scaffolding in use without an inspection tag, on-site deliveries to the
construction and operational areas.
In the warehouses you note damage to the structure of the racking system and in the maintenance
store you see grinders, lathes, band saws and portable tools in various conditions. According to the
Main Contractor there are currently 50 contractors on site and the demolition contractor but it is
expected to rise to 150. The company owns the vacant area adjacent to the main site which is secure
concreted and level.
Please address the following in your submission:
1. Structure the answer with bibliography to meet the assignment criteria (15 marks)
2. Review site layout in accompanying diagram. In your answer take in to account the practical
steps that could be taken at the facility to provide a safe work environment for contractors,
employees and visitors. What are the duties of the key stakeholders on this site? (50 marks)
3. How should the Client ensure that the construction project is carried out in a safe manner
and what is their role in the project? (5 marks)
4. Explain how you would review and monitor the supervision of safety during the project once
your recommendations have been implemented. Give examples of the proposed monitoring
and particular examples of what you would check. (20 marks)
5. What safe systems of work should be in place in the warehouse areas to prevent accidents,
racking damage etc? (5 marks)
6. What are the principles of safe maintenance and list 5 types of training that you would
expect maintenance fitters to have completed? (5 marks)
